LibWeb: Limit HTMLMarqueeElement attributes to allowed values

If `HTMLMarqueeElemnt.scrollAmount` or `HTMLMarqueeElemnt.scrollDelay`
is set to a value larger than 2147483647, then it should be set to its
default value.
