LibWeb: Implement enough HTML parsing to handle a small simple DOM :^)

We can now parse a little DOM like this:

<!DOCTYPE html>
<html>
    <head></head>
    <body>
        <div></div>
    </body>
</html>

This is pretty slow work, but the incremental progress is satisfying!
