LibDraw: Introduce (formerly known as SharedGraphics.)

Instead of LibGUI and WindowServer building their own copies of the drawing
and graphics code, let's it in a separate LibDraw library.
This avoids building the code twice, and will encourage better separation
of concerns. :^)

LibGUI: Add GActionGroup, a way to group a bunch of GActions.

This can be used to make a bunch of actions mutually exclusive.
This patch only implements the exclusivity behavior for buttons.

Things were getting a little crowded in the project root, so this patch
moves the Lib*/ directories into Libraries/.
