Ali Mohammad Pur 4b5a9bab34 LibJS: Actually generate a lexical env for SwitchStatement in BC ...

We had code for this in ScopeNode, but that function was never called
for a SwitchStatement.
This fixes a bunch of scoping tests for switch.
