Jonne Ransijn 755b83c01a LibJS: Implement tc39/proposal-atomics-microwait (Atomics.pause) 
Implements the https://github.com/tc39/proposal-atomics-microwait
proposal which has recently hit Stage 3.

This commit passes all relevant tests in `test262`.
