sin-ack 091d352526 Kernel: Add some missing socket ioctls ...

This patch adds a few missing ioctls which were required by Wine.
SIOCGIFNETMASK, SIOCGIFBRDADDR and SIOCGIFMTU are fully implemented,
while SIOCGIFFLAGS and SIOCGIFCONF are stubs.
