- bump Picard version to 2.2.0dev3 and add a hook to convert ignore_genres to genres_filter

- add a playground to test genre_filter
- improve error handling

Syntax guide:

Whitespaces at start/end of line are stripped
Lines not starting with + or - are ignored

Strict matching:
