86e94d7812 Update how PackageReference versions are set
Changes:
 - Remove floating versions
 - Disable myget feeds during a Universe build
 - Use package-specific MSBuild variables. Pattern = `packageId.Pascalize() + "PackageVersion"`, with a few exceptions.
