Hey Steve,
I am trying to get support for the evn param into webpack.

See what I am trying to do here:

For the PR I essentially followed the steps mentioned here:
https://github.com/aspnet/JavaScriptServices/issues/816

However, I am not completely certain how to test this in my own environment so I am sending PR for review.
