Shreyas Zare 53ac9c1817 DnsWebService: updated RestoreSettingsAsync() to use async IO to read request input stream. Updated LoadConfigFile() to add support for DNS_SERVER_LOG_USING_LOCAL_TIME env var. Other minor changes done.
