Luke 0f35dfc694 Kernel/AHCI: Don't check for PCC during initialization 
On my machine, it only sets PRC and not PCC.

Confirmed to happen on:
- 8086:9ca2 (Intel Corporation Wildcat Point-LP SATA Controller
[AHCI Mode] (rev 03))
