Fix the working directory for shortcuts created by the Windows installer
...
In NSIS the working directory for shortcuts is controlled by the SetOutPath variable, see http://nsis.sourceforge.net/Docs/Chapter4.html#createshortcut . In our case this caused the working directory to be set to the "locale" directory.

python setup.py build_ui wasn't very explicit when run without installed pyrcc4,
messages are now better.
Use distutils.spawn instead of subprocess.call

Auto-generate list of "packages"

When moving code around, creating new subdirs, one had to add/modify packages list
in setup.py.
So, basically, this patch is just generating an up-to-date list on runtime, including
all subdirs under picard/ and converting them to modules-like names (replace path separator by a dot).

Add option to disable all restrictions to CAA types
...
This is better since the list of types may change, adding a "do not restrict" ensure
all types are downloaded if more types are added to MB.
If restriction is enabled, then previous behavior is used (downloading only images having specified types).

The dialog includes "Check All" and "Uncheck All" buttons, as well a "Help" button.
